According to the Port Marine Circular No. 6 of 2011 (dated 16 August 2011),

With effect from 1 January 2012, the PPCDL (Powered Pleasure Craft Driving Licence) Course will be valid for pleasure crafts below 24 metres ONLY. 

**Pleasure crafts 24 metres OR MORE will require the skipper to hold an Advanced Powered Pleasure Craft Driving Licence (“APPCDL”).

The APPCDL in essence will augment the PPCDL for skippers of pleasure crafts 24 metres and above henceforth from 1 January 2012.  This regulation comes into effect with the inputs from industry peers who saw the need for an Advanced PPCDL to cater to an increasing trend of larger and more sophisticated pleasure craft operating within the port limits.  It is therefore imperative to enhance the standard and competency of those who wish to handle these pleasure craft. 

In light of the congregated observation from industry peers, SSA and SBIA have encouraged such move of having the Advanced PPCDL to cater to this market of bigger pleasure crafts which allows skippers of such pleasure crafts who then can better use these crafts with more ease.

MPA has appointed the Singapore Maritime Academy (SMA) as the APPCDL course and examination provider.

One of the prerequisites requires the candidate to accumulate 24 boating trips as the person in charge of a powered pleasure craft (in the preceding 2 years) before taking the APPCDL.  The candidate’s boating experience will be completed and submitted to SMA in the format of “MPA Boating Experience Logsheet”.  The Logsheet serves to detail the candidate’s boating experience for the purpose of enrolment to the APPCDL course and examination.
